How To Obtain Temporary Residence In Serbia

FIRST, SOME NAMING

What most people casually call a “temporary stay visa” is legally a temporary residence permit (privremeni boravak) — permission to live in Serbia beyond the initial visa-free or visa period. It’s different from a type D entry visa, which some nationalities need just to enter Serbia for a long stay (see visa types).

The process was overhauled by the 2023 amendments to the Law on Foreigners (in force 1 February 2024) and subsequent digitalisation: applications now go through the official Foreigners Portal online, and approved applicants receive a biometric residence card — the old passport sticker and walk-in queue system described on many blogs is gone. This page reflects the system as of mid-2026; always check the portal for the current flow.

GROUNDS FOR TEMPORARY RESIDENCE

You need a legal basis, such as:

  • Employment — now typically handled together with work rights as a unified permit
  • Self-employment / running a business — see Freelancing & taxes and Starting a business
  • Family reunification (spouse, children)
  • Studies and research
  • Property ownership — see Buying property
  • Other grounds listed in law (volunteering, religious service, medical treatment, etc.)

GENERAL REQUIREMENTS

Exact document lists depend on the ground and live on the portal, but the common core is:

  • Valid passport
  • Proof of your ground for residence (work contract, marriage certificate, property deed, enrolment…)
  • Proof of accommodation in Serbia
  • Proof of sufficient funds
  • Health insurance
  • White card registration (register your address on arrival)
  • Fee payment as instructed in the online flow

If you’re applying through an employer or university, they will usually drive the process and know the current checklists.

WHAT IS THE PROCESS?

  1. Enter Serbia legally (visa-free or with the right visa) and register your address.
  2. Apply online via the Foreigners Portal before your legal stay expires, uploading your documents.
  3. Attend a biometrics appointment at the competent police administration (MUP) when scheduled.
  4. Receive a decision and collect your biometric residence card.

Processing times vary by ground and office load — apply early rather than at day 85 of a 90-day stay.

VALIDITY AND RENEWAL

Under the current law, temporary residence can be granted for up to three years at a time (previously one year), renewable while your ground continues. Apply for renewal before expiry via the portal.

Continuous temporary residence also counts toward permanent residence — commonly cited as three years under the current rules; see permanent residence.

USEFUL INFORMATION

  • The portal and MUP instructions are the source of truth — procedures, offices and appointment systems have changed several times since 2023 and may change again.
  • Keep copies of every submission and receipt; your case number matters.
  • Address changes must be kept current (new white card when you move).
  • Serbian embassies abroad can advise on entry visas but don’t process residence applications for you.
